- Does the strategy lower or raise costs for other ratepayers?
- Does the strategy strengthen genuine grid reliability, or does it instead shift risk onto other customers?
- Does the strategy reduce pollution, or does it lock in additional polluting fossil infrastructure and the local harms that come with it?
