A Green Stimulus and Recovery Platform for Pennsylvania
On July 28, 2020, PennFuture released a 50-page report designed to guide leaders in implementing a green stimulus recovery plan for Pennsylvania.
This green stimulus and recovery platform lays out an agenda to take advantage of Pennsylvania's homegrown sustainable industries - nature-based businesses, outdoor tourism, agriculture, and renewable energy - to put people back to work while rebuilding a more equitable economy through the lens of sustainability and clean energy. As Table 1 summarizes, the stimulus proposals call for $2.83 billion in annual investments for the duration of the pandemic, along with other policy reforms, which PennFuture estimates will preserve or create more than 389,000 jobs. Additional economic benefits would also come from the recommendations focused on growing and transitioning to a clean energy economy.
The policy recommendations in this platform fall under five categories:
- Avoid State Budget Cuts that Will Harm Economic Recovery
- Preserve Nature-Based Small Businesses from Collapse
- Create a Green Jobs Program to Put Pennsylvania Back to Work
- Double Down on Pennsylvania's Resilient Clean Energy Economy
- Convene a Green Recovery Summit for Municipal Officials
