PennFuture Supports Governor Shapiro's "Lightning Plan" to supercharge energy development

Governor Josh Shapiro announced The Lightning Plan will supercharge energy development in the Commonwealth, positioning Pennsylvania to lead the way in clean, reliable, and affordable energy for years to come.

Today, Governor Shapiro addressed the urgency of Pennsylvania’s soaring energy costs by laying out an ambitious statewide energy plan that touches upon critical energy efficiency and renewable energy infrastructure. We support the Governor's attention to PJM’s market failures that hurt Pennsylvania consumers and the existential threat to workers' livelihoods. Yet, even with the settlement Governor Shapiro reached with PJM to limit future increases, prices will still rise this summer and additional programs and policies can help mitigate the impact to consumers going forward. 

PennFuture is excited to work with Governor Shapiro to build a strong clean energy economy that lowers costs for all Pennsylvanians and grows job opportunities across the energy sector. 

We know that the following policies would help Pennsylvanians:  

  • Prioritizing renewable energy, like solar, storage, and energy efficiency as the shovel-ready and cost-effective way to immediately bring more power to PA in a matter of months, not years; 
  • Increasing the investment cap in Act 129 and put more known energy efficiency measures into place;
  • Increasing the amount and accessibility of incentives for innovative clean energy tech, including energy efficiency; and 
  • Increasing the diversity of our fuel mix to limit dependence on  unreliable gas plants and protect consumers from volatile gas prices. 

PennFuture is eager to engage with Governor Shapiro, legislators in the General Assembly, and stakeholders across the Commonwealth, to identify the best possible paths forward to ensure that Pennsylvanians have good, family-sustaining jobs and clean, reliable, and affordable energy.
